$21 billion available for the wall

Pay no attention to the yammering from talk radio. President Trump should sign the budget deal and move on. Just remember when you hear "Trump caves," you are listening to an uninformed person.

Foreign Policy magazine reported, "Congress believes the Pentagon has $21 billion in unobligated military construction funding — money that has been appropriated by the legislature and set aside for specific projects but not yet issued — that the president could use to build the wall over objections from Congress, according to two congressional aides."

Given Donald John Trump's record for finishing projects on time and under budget, I would say that is enough to get the wall built.

"The $21 billion comes from funds in the Defense Department’s budget that were appropriated for various military construction projects over the last five years but not yet spent, the aides said. The largest chunk, $10 billion, is from the appropriation for fiscal year 2019, which Congress just passed and is largely unspent. The rest, about $11 billion, comes from the previous four years," the magazine said.

"However, the aides noted that in the case of a national emergency, the legal provision requires that the funds must be used in support of the armed forces."

But the courts, right?

Democrats can delay but they cannot stop.

The third branch of government gives wide berth to the chief executive in performing his tasks. That Congress approved a wall in 2006 renders the policy settled; it is merely the act of carrying out the law that is in dispute. Congress ceded this power in 1976.

It sets a precedent? Democrats already showed they have no regard for precedence. Why should we?

  1. The President should sign it--after Congress removes two things: using children as human shields which will cause even more illegal immigration and restrictions such as giving the Gulf Cartel veto powers in crooked Starr, Hidalgo and Cameron counties.

      The sequence:

      Denial of building MAGA barrier by democrat controlled areas.

      Then, said areas become default paths for invasive species.

      Residents of said areas get the full boat results of the actions of their elected democrats.

    2. I also had that thought: if there's no barrier in those certain locations, that simply channels people's movement toward those channels, yes?
      So, not only is it easier to catch and keep, but also those that escape said catch are thus inflicted on the local population (if they stay there....)
      The remaining problem is how do you keep them in those Dem locations? Well, build a "wall" around them, e.g., increase enforcement etc. on their perimeters. It could be done.

    3. Obama employed the declared National Emergency to issue an EO creating DACA. I find it fitting that Trump uses the National Emergency to build The Wall.
      As far as the sanctity of the funds appropriated by Congress and the President's inability to re-allocate money, how did Obama get the $2-billion he sent to Iran on pallets without congressional appropriation? How was Obama able to steal $2B of funding allocated to Medicare and divert it to ObamaCare?

  4. Trump had a bipartisan spending bill in January 2018 that included between $20 and $25 billion and he rejected it. Yep, greatest deal maker of all time.

  5. I worry about all the other things in the bill which were put there to get the Dems to sign off on even a short wall. In principle, we would be better off to have a new bill with those and the wall removed since he is going to declare and emergency. In practice, the Dems would insist on repealing the 1976 law. Can you say Shutdown II?

    NEVER HAPPENED.

    Truth: The budget TRUMP SUBMITTED included funding for the wall. Dems wanted DACA amnesty and wouldn't support it.

    That became known as THE SCHUMER SHUTDOWN for a reason.

    Notice there has been NO concern on the left for DACA since then and there is no mention of them in the current spending bill?

  7. He declares emergency and the (D)'rats & (R) squishes vote to rescind it. And that is good because in 2020 he points them out to (I) voters as critters that cannot be trusted to secure the southern border.

    So, not only a win there, but he also shows his supporters he's serious about getting the border under control. Then, like you say, he uses other Fed $$ and builds the wall. He is one smart cookie!

  8. Trump can veto any attempt to rescind the 1976 law or the 2006 law. It won't be over ridden.
    The dems take a big chance if they sue to stop construction and the courts rule against them. That would mean that Trump can build 100% of the wall and they couldn't do anything to stop him. They better just "posture" and let him do his $8 Billion.

  11. Trump got less than I expected, but also gave up a bit less. Negotiations will continue, thru the 2020 election. America needs Trump supporting conservative Reps in a majority in both Houses. Only then will the Wall get all the funding it needs.

    I expect Trump will be using it as a big re-election theme.

But even the media is going to let it slip that this is all about Democratic party treason to America. I expect Trump's poll numbers will continue to surge.

  13. Let us get this wall built and the sooner the better, more lives saved, less drugs coming across the border, states and cities saving money on most all social services and in our schools too.
    If our farmers and ranchers need more workers then promote the "guest worker"program just like we had during world war 2, let is take back control of our government now that we have a great president's leadership to show us the way.
    We can do this because "we the people" live in a sovereign nation and our borders will be safer.

    What do you think about all of the bad stuff that is in the bill that he signed. Much of it is atrocious. But my theory is don't know if you recall that the President had a small press conference in the Oval Office about the bill earlier this week. He stated clearly that there were things in the bill that he didn't like and then he said he was going to add things and that means change it and now that the national emergency has been declared he can do that and he doesn't have to go back to Congress.
    Then I thought, isn't it interesting that even though the left appears to have gotten the things they wanted and it appears that Trump did not with this bill, why the continued freak out and resistance to his national emergency? Well, because they know he doesn't have to go back to them to change the bill.
    Also, I think he wants the issue to go to SCOTUS. This morning, I messaged someone who follows this stuff closely and I said I wouldn't be surprised if he starts tweeting "where's Ruth?" Because we all know, once she finally buys the farm, he basically has the Court.
    And low and behold, look who went back to work today....none other than Ruth Bad Girl Ginsburg....coninkeedink?
