The only acceptable rate is zero percent.
The attack comes a year after the Brussels bombings, which Donald Trump had warned about, but Brussels officials pooh-poohed. From the New York Times on January 27, 2016:

Now Donald J. Trump has upset the already beleaguered people of Belgium, calling its capital, Brussels, “a hellhole.”
Asked by the Fox Business Network anchor Maria Bartiromo about the feasibility of his proposal to bar foreign Muslims from entering the United States, Mr. Trump argued that Belgium and France had been blighted by the failure of Muslims in these countries to integrate.
“There is something going on, Maria,” he said. “Go to Brussels. Go to Paris. Go to different places. There is something going on and it’s not good, where they want Shariah law, where they want this, where they want things that — you know, there has to be some assimilation. There is no assimilation. President Trump is not Nostradamus. He simply does not wear the blinders of political correctness.
Nor do we.
Which leads to this question: how do we screen Muslims born in our country? Consider this from the Guardian's coverage of the attack on Parliament:
Four people have died, including police officer Keith Palmer, and the attacker. Seven of the 29 people injured remain in a critical condition.
The assailant was named by police on Thursday as Khalid Masood, 52, who was born in Kent but was believed to have been living in the West Midlands most recently.
He drove a car into pedestrians on Westminster Bridge, killing two people, before crashing it outside parliament and trying to enter the complex, armed with a knife.Native son.
In our country, the husband in the San Bernardino attack (which killed 14 Christians at a Christmas Party) Rizwan Farook was born in Chicago. He was a Navy veteran who served in the War on Terror from 2003 to 2007.
Omar Mir Seddique Mateen, who killed 49 people at the Pulse gay bar in Orlando was born in New Hyde Park, New York.
To be sure, many atheist, Christian, and Jewish natives of America are mass killers. Some to support causes -- usually racist in nature.
But on a per capita basis, the Muslim attacks are higher. Perhaps we should treat Muslim terrorism as we finally treated the KKK by having the FBI enlist in these organizations and defeat them from within.
Just remember a phobia is an irrational fear.
